PACIFIC MARITIME ASSOCIATION 23 A review of annual earnings, found on pg. 57, shows that full-time registered workers (those paid 2,000 hours or more) earned, on average, more than $254,000 in 2025. For longshore registrants, the average was $236,271. For clerks, it was $263,802, and for foremen, it was $372,563. The wages earned by ILWU members, unlike those of most workers, are not solely determined by the basic longshore rate of $56.85 per hour. More than 80% of all work includes skill bonuses ranging from $2.40 to $5.80 per hour or is paid at a percentage over the basic longshore rate. Mechanics are paid 25% or 35% over the basic longshore rate, while Foremen/Walking Bosses are paid 40% over the basic longshore rate. Evening and nighttime work – which totals nearly 39% of all hours paid – is paid at rates of $76 to $100 per hour, not including overtime. Overtime work, including weekends and holidays, is paid at rates of $85 to $113 per hour and accounts for nearly 37% of all hours paid. Walking Bosses/Foremen are paid between $79 and $143 for the same periods. The effective average rate for all hours paid is nearly $78 per hour. Refer to pg. 58 for more information. In the most recent 2022-2028 collective bargaining agreement, the Pay Guarantee Plan's annual funding increased to more than $50 million per year and the rate of pay may increase from the basic longshore rate based on skill differentials. Beginning in 2002, and acknowledging the impact technology may have on marine clerk work, the ILWU-PMA Marine Clerk Work Opportunity Guarantee program (CWOG) has guaranteed marine clerks who make themselves available for work pay that is equivalent to 40 straight time and 10 overtime hours per week. Sustained Earnings Growth Since the landmark 2002 technology agreement between PMA and the ILWU enabled terminal modernization at West Coast marine terminals, wage rates and overall earnings have increased across the waterfront. As the data show, this period coincided with steady increases in average annual earnings for full-time ILWU longshore workers, clerks, and walking bosses over the past two decades.
