22 2025 ANNUAL REPORT World-Class Benefits and Wages for ILWU Members Members of the ILWU receive a comprehensive compensation and benefits package that is notable even among unionized workforces. The package includes fully employer-funded healthcare, significant retirement and disability benefits, paid time off, and guaranteed income protections for eligible workers. Together, these benefits provide a high degree of income stability and long-term financial security for ILWU members and their families. Overall, the ILWU benefits package includes: g Comprehensive healthcare coverage with no premiums for both actives and retirees: 100% in network medical coverage, prescription drug coverage with a $1 copay, vision, dental, alcohol and substance use disorder treatment, and life insurance; g A pension benefit up to $99,900 annually, increasing to $113,220 under the current contract, and a 401(k) savings plan with an annual employer contribution up to $2,000 for longshore workers and $11,200 for foremen, with no required worker contribution; g Disability benefits covering up to $1,275 per week for up to 52 weeks; g Up to 6 weeks paid vacation per year; g 16 holidays (including 14 paid holidays) per year; and g Guaranteed pay for longshore workers up to 40 hours of work per week and 50 hours of work per week for clerks. Healthcare Benefits The healthcare plan – the ILWU-PMA Welfare Plan – is among the most generous in America. In the 2025 fiscal year, the healthcare cost per active ILWU registrant was $62,040. In July 2022, Econsult Solutions, Inc. (ESI), evaluated ILWU healthcare benefits, concluding that these benefits "… are substantially more generous than the average benefits provided to all groups of workers reported by the U.S. Bureau of Labor Statistics." The study also found that the ILWU healthcare benefits were extraordinary among a large majority of American workers who contribute to their health coverage. ESI's findings were consistent with a survey of collectively- bargained health plans conducted by the nonpartisan research organization NORC at the University of Chicago. That survey found that the average monthly premium paid by workers covered by collectively bargained health plans was $658 for single coverage, and $1,632 for family coverage, while ILWU members pay no premium. Fully Funded Pension Plan The industry pension plan – the ILWU-PMA Pension Plan – is world-class, and has seen major upgrades since the seminal technology agreement of 2002. Since 2014, asset growth outpaced liabilities and funding percentage improved from 70% to over 100%, even with a nearly 20% increase in benefit levels. The 2025 maximum yearly benefit is $99,900, increasing to $113,220 under the current contract. At the end of fiscal year 2025, the Plan paid $48 million per month to 9,579 benefit recipients. As of 2019, the Pension Plan became fully funded. The Plan is non- contributory for the participants and is completely funded by employer contributions. Refer to pg. 37 for more information. Pay Guarantee Plan and Marine Clerk Work Opportunity The Pay Guarantee Plan (PGP) between the Pacific Maritime Association (PMA) and the ILWU dates to the early 1970s. The Plan was originally created to provide income stability for registered longshore workers in response to the Mechanization and Modernization Agreement between the ILWU and PMA, which would potentially reduce work opportunities for longshore workers.
