18 2025 ANNUAL REPORT Northern California The opening of a new PMA Northern California office, longshore worker registrations, and a new training agreement advanced workforce development and waterfront safety in 2025. The Port of San Francisco recorded another strong cruise season, generating tourism and economic activity in the Bay Area. R E G I O N A L R E P O R T PMA Registers 100+ Longshore Workers The Coast Labor Relations Committee elevated 100 casual workers to Class "B" longshore members in the San Francisco Bay region to strengthen the workforce and prepare for future cargo growth. The new ILWU registrants began training to operate tractors and basic lift equipment. In addition, joint PMA-ILWU committees promoted seven ILWU longshore members to foremen, or "walking bosses." San Francisco Cruise Business Holds Strong The Carnival Legend made its inaugural call at the Port of San Francisco in May, anchoring another strong 2025 cruise season in the Bay Area. With San Francisco as its home port, the vessel operated routes to Alaska, Mexico, and Hawaii, reinforcing the San Francisco Bay Area's role as a key West Coast cruise gateway. To celebrate the ship's arrival, port officials and the Legend's senior officers attended a traditional plaque-exchange ceremony. The cruise industry is a mainstay of San Francisco, generating meaningful economic activity and tourism for the region. In 2025, the Port of San Francisco welcomed more than 370,000 cruise passengers. Northern California Opens New Office of Labor Relations, Accident Prevention and Training The Northern California Area PMA team opened a new office in Stockton to better service members' and ILWU needs in the Delta region, an area that has seen increased operations. The new office follows the pattern of other satellite offices in Port Hueneme and San Diego and covers local labor relations, training, and accident prevention functions. Mechanic Reskill Training Agreement Reached PMA and the ILWU reached an agreement in October to implement the first Mechanic Reskill Training program in Northern California. The program will prepare longshore workers for the terminal jobs of the future, including the maintenance and repair of equipment. The program includes both reskill – training longshore workers as mechanics – and upskill – teaching diesel mechanics to work on electric equipment. The two parties agreed to a comprehensive 20-week curriculum on the fundamentals of chassis, reefer, and power mechanic work. The inaugural class was set to begin in February of 2026. Port of Oakland Names First Woman as Executive Director The Oakland Board of Port Commissioners appointed Kristi McKenney to succeed Danny Wan as Executive Director of the Port of Oakland, tapping an experienced executive as the first woman to lead the port in its 98-year history. McKenney joined the port in 1994 as an environmental planner and held several roles, including Assistant Director of Aviation at Oakland International Airport and, since 2020, the port's Chief Operating Officer. The Carnival Legend makes its inaugural call to the Port of San Francisco.
